It's actually Colors 3D. Aint bad for what you pay, it's like a very barebones photoshop, if you want to call it that. It gives you 5 layers, 3 brush types, opacity control, and a quick undo button. I'd love to have a selection and movement tool, and maybe some shape and line tools, but hey, for basic drawing, it gets the job done.
I'd love to give tips, but I've been wingin' it from Day 1, just looking up "How to draw ____" when I get stuck, essentially.

It really depends on the artist. That's a polished piece, though, which I feel like falls more commission territory if that's specifically what you want. If you look at requests, you'll see a lot of them aren't polished. They tend to be looser works that the artist spent less time on than they'd do for something entering their portfolio. I'm a bit slow, but that level of coloring would probably take me 4+ hours, and I prefer not to spend more than an hour on requests.

Hold on, the stuff you linked is skin, not fur.
If you want somebody to do fur it's gonna take them way longer.
Fur is way more complicated when it comes to lighting,
you have to consider single strains of hair, which is very time consuming.
As for me, I think I kind of have to step away from this, since I'm not into furry stuff and I don't like taking requests or "comissions" if I happen to not like it, even if I get paid for it, I'm sorry.
