Tempered glass is used for things like car windows and panels likely to be bumped in use, which would produce dangerous, large shards if broken if they were normal glass. Fish bowls are not tempered, so drill away. You have the right kind of bit, right?

Or a carbide spear bit, but diamond bits are better. Depending on the size you need, the bit will either be a hollow tube or a solid rod. If you're using a drill press, use very light pressure. If you're using a hand drill, start at an angle, so one edge digs in, then carefully straighten it as the bit digs in, so that it ends up centered and vertical (those bits don't have a point to self-center, so they can wander until they dig in). In either case, maintain a small puddle of water at the drilling site, and use medium speed (though that depends on the size you'll be drilling)

If the area being drilled is under a small puddle of water like I said, there won't be any airborne dust. However, there will be fine glass powder in the water, which will make a mess if it spills, which it probably will. And that will dry to an inhalation hazard, so either do it outside or someplace that can be cleaned thoroughly while wet.

While im here, I also need to make a removable lid for this "not a bong". any ideas? I was thinking of a big cork that they use for decorative candles. Might need something that looks better aesthetically.

you can get two types of drill bits for glass diamond hole saw types work and the spade bits made especially for glass.

Make sure whatever you're drilling can be replaced. Hopefully it's just a cheapo fish bowl. You'll probably break at least one.
