Suction cup is the only way to go, and if the car and it's paint are old you still might damage it. Especially if it sits there in the sun and has time to bond a bit (silicone is kinda sticky even without glue)

First, you need to remove the contaminates from the paint so you can easily remove the glue residue from the hood without the chance of damaging it. I find the best is a substance called "Aircraft Remover", which is a relatively common product used for removing decals from painted surfaces without damaging the underlying paint.

Then use Krazy Glue or any cyanoacrylate glue to adhere the dildo to the paint. When it's dry, it will be relatively easy to peel off the dried glue from the dildo. If you don't use the right combination of surface prep and the proper glue, you risk pissing your friend off very badly.

Use a disc sander to expose a small area of metal and then when both surfaces are clean and dry use hot glue or pva to attach the dildo. This has the benefit of providing a firm seal and causing minimal permanent damage to the dildo if you need to remove it.

just do this instead:
get a bicycle inner tube and cut off a piece about 18 inches long, and then put this over the cars exhaust pipe about 3-4 inches
