Is this black mold?

I just took this old range hood down in my apartment.

Would I be able to clean this shit out without getting sick?

Is a little bit of black mold okay if it's hidden behind something?

If I cleaned it out and sprayed the areas inside the wall that I am unable to clean with some antifungal spray would it work?

Wouldn't the water in the spray eventually make the mold grow back?

Because it's an apartment not all the electricity may be controlled by the breaker in your apartment. Say...it would kill outlet and light power but the main wiring may have a building breaker so things like your AC and range hood that do not have traditional plugs may still be live.

It's unlikely but unless you have the tools to check for current you could die mate.

I have seen some really ghetto electrical setups in apartments.

It's VERY easy to die mate. Be REALLY careful. You don't even have to touch the wire to die the current could jump a small gap in the air and get you if you're tasty enough of a pathway for it.

Multimeter from home Depot or walmart. A lot of different things can test for current but make sure you know how to use it.

This is fucking bullshit, you never use a multimeter to test for dead.

Ideally you use a test lamp which will indicate the presence of electricity. You isolate the circuit at the breaker and loto. Don't say you can't loto, if you can lock yourself in the apartment then that's suitable but not ideal because you should have someone to spot you to call an ambulance when you kill yourself. Give them a telephone and handcuff then to a radiator so they can't touch anything. Now use your proving lamp to prove its dead. And then, here is the important part, you have to test your lamp on a known live source to show that the reason it didn't light up was because the circuit was dead and not the lamp. If you want belt and braces, for example your appliance is controlled from somewhere else and coincidence is that your neighbour turned it off when you isolated then you can connect for example a car jump lead as a dead short across the live incomers to the appliance which will hopefully trip an ocpd before it trips you into the morgue.

I'm scared shitless to even go into the kitchen now.

I found I Kijiji there's plenty of electricians who will do quick cheap work, I'll pay someone 40 bucks to reattach the wires and put the range hood back up.

I've decided to move out of this shithole, my lease is up in April.

well a lot of the ghetto apartments are not soviet russia apartment blocks, they are 1920's nice houses split up into apartments by nickle and dime contractors who got into the business because they're uncle knows what he's doing even though they're fuckups. So only penny pinching would be slumlords hire them.

But the point is that the breaker box and wiring for the 7 bedroom house was not split up nicely into the only good configuration to split it up into 3 apartments and turn some rooms into extra kitchens. and there's not really another way to make affordable housing, because to build a purpose built building you'd have to pay for demolition, then build a new building up to code (instead of having minor stuff grandfathered in). and then your shiny new building would get fucked for it's shiny new expensive because it's up to code wiring and plumbing that gets resold to the asshole slumlord handyman who wants to buy 1/3rd price materials 'off a truck' that are up to code.
But basically, that's it in a nutshell. It's a problem in europe too, but they get around it by democratic socialism and actually subsidizing people to not live in slums (usually). But i'm sure there's much MUCH worse conditions in the slum arab neighborhoods in France, for example.
It's basically an issue of people adjusting the electrical layout of houses on the cheap. and it's an issue in america because we were adding electricity everywhere in the 1920's instead of during the post-war rebuilding period in the 50's like Europe, so a lot of stuff was designed for the occasional light bulb because the refrigerator and television and electronic gadgets of all sorts hadn't been invented yet. So 10 amp service for the whole house is plenty to run lightbulbs. 100 amp is the basic 1950's retrofit to bring it up to usability, and that's the houses that still have knob and tube wiring because no one wants to be stuck with the bill of having to fix it by 'officially' finding out.
