Not sure if the outside area of that bolt is plastic have you tried using a bit of heat

Looks like a rivet, but the hex shaped nut makes me think it's still got thread.

If the black piece is plastic, the hex nut could only be there only for support.
The hex nut embedded in the plastic for structural strength with a rubber covered rivet through the middle.

Thats a rivet, son. You drill them out then pop a new one in to put it back. That looks like you tried to cut a slot for a phillips. Its not a screw. It wont work that way.
