you can buy a fogger on ebay or aliexpress. and an LED light for like 50$ or use fluorescents.
you can line an old cupboard with alfoil and seal in the light gaps with door edge insulation foam strips.

gut it
buy a power strip, a timer, some cfl's, wire, plugs, pigtail, computer power, rotating fan, and computer fans, survival blankets, duct tape and silicon, pvc 90 degree elbows, string and screws

Silicon corners, apply survival blankets everywhere. Build your light. Drill holes in bottom for 90' elbows to let air in, drill holes up top for computer fans to exhaust to (otherwise get duct and a carbon filter)

Pretty much your done then, biggest problem is heat and not killing yourself in a house fire. Use old milk jugs or soda bottles for the plants, make sure you fan em and look into the soil your gonna need to get going.

also without a carbon scrubber and putting time into the stealth and duct work have fun with a felony. All this shit can be found cheap, done cheap, or free all you gotta do is google you fat lazy pepsi drinking pothead neet.
