Does anyone know the proper distance for sewage vent spacing?
Ever since we moved in there has been this intermittent porta potty smell, pic related.
Could these vents be the cause?

Bleach gets rid of the smell. Mix a few cups of bleach in a five gallon bucket, and dump it down there. Use more or less bleach, I'm not sure how big an area there is.
You can do some googling and try to find what bacteria breaks down sewage quickly without leaving unpleasant smells, that might be the best long term solution.
I'm not an expert so take my advice with a pinch of salt.

That would be aerobic bacteria, which have never, and will never exist in a septic system. Intentionally trying to destroy the bacteria in your septic system is not a good decision.
There shouldn't be a LOT of gas venting out of that unless there is some underlying problem with the rest of your sewage plumbing. Just my thoughts, but I'd look more for a sewage leak or some other screwup in the plumbing.
