i have old dr martens boots and i want to do something similar to pic related to them (pic 1 or 2, haven't decided yet)
so can you tell me what is the best way to do that, which materials/techniques to use?

Probably not a good idea for many reasons but if you must just cut the leather and then add some superglue or something to the edges.

You need a glue to seal the ring of gap of the hole meeting the metal, it is more of a filling job than sealing because the ring should ideally touch the metal without gap, so superglue will be fine

Welder here. I've worn through the toes of boots at work. The leather is (at least in my experience) glued to the steel, but the glue will not withstand the wear and peeling of an exposed edge for long. Best secure the edge with something sturdy. And the steel will not be very shiny when you expose it. There will probably be an anti-corrosion coating and an as-formed rough surface under that. Polishing steel to a clean outer edge is tricky. You could try peeling the leather back, polishing, then reattaching it. Alternately, you could temporarily secure a metal ring along the border you want, then polish up to it. And the toes are carbon steel, so they will need rust protection if they are to stay shiny.

If you plan on using these boots in any kind of worksite you'll firstly be laughed at for being very silly and then you'll be kicked off of site because you aren't particularly allowed to have exposed metal on the front of your boot.
And what the other guy was saying about rust, You really should feel a bit stupid for not knowing the STEEL in STEEL capped boots will runs when exposed to the atmosphere.
I don't know if this is some kind of fashion thing but if you're going to ruin a good pair of boots I'm not going to help you do that.

I wore thru the tips in my red wings. The steel didn't rust for two reasons. They put an anti rust coating on it (otherwise it would rust in the leather) and I kept wearing and using them so rust couldn't form.

This is so gay. Steel toes are for working men in an industrial field. In fact, worn out boots that have steel exposed is a no go due to possible sparking. I work in explosive gasses environments. If I saw those boots I would fill em up with ben gay and wait for you.
