Note that China will sell you one for $10 with free shipping, and that link calls for more than $10 worth of sandpaper alone. Making your own is only efficient if you can make them for your whole class, or if you already have access to a full set of glassblowing and polishing tools.

Some things are just low unit cost, high tools cost. Optics are one of those things, even the PLOS article describes how to build a scope once you've bought 10,000 lenses.

If you need a microscope then buy a used one, there are probably 100,000 on ebay right now and 10,000 of them are dirt cheap and high quality.
If you want to make one as a project then great, tell us what equipment you have and how deep you want to get into it. It's going to be expensive no matter how much Surplus Shed stuff is included.
Use the lens of an old cd rom maybe? (Picture taken using a lens glued to a cellphone camera)
