I now have a 74 Johnson 6hp outboard motor. It hasn't ran in 10 years and I don't really know why. What first?

Never been a huge engine guy, but I want to learn with this. Can I hook up the line to a regular gas can? Is there anything I should test or replace? What are my steps?

Also, check wires for cracks in the insulation, same with anything rubber or rubber-like, replace any and all filters, and change any an all fluids. Once you get plugs, check for spark.

be gentle with the plastic bit on the side of the engine, that's the fuel pump and it's easy to snap it if you yank the fuel hoses.

the carb faces the bow of the boat, p. sure you only need to unclip the choke handle and fuel pipe, then undo two long bolts to pull it off the motor. it's cleaned and inspected the same way as any other carb, blow the dirt out, make sure the flaps flap and the float floats.

check the reed block that sits between the carb and motor. no need for poking it, just shine a torch into the hole and see if something's there.

start the motor with the propeller sitting in a bucket of water (or get 'earmuffs' for a hosepipe connection), the motor should pump water from the pee hole within a few seconds then start to barf water from the exhaust holes too. if nothing is coming out poke a wire up the pee hole. if there's still nothing, or only steam comes out you have no cooling water, so stop the motor! proceed to troubleshoot the impeller and water passages.

check to make sure the crank hasn't seized.
clean the entire fuel system. carbs look difficult but many youtube videos show you how its done. buy a rebuild kit for the carb if it's junk. Check prices on a new carb too as usually they're not much more expensive
inspect all wire and hoses
new mix gas, and starter fluid.

Not only does it need a cleaning, but it probably needs a gasket kit and seals (which will likely come in the kit).

First thing you'll want to do is figure out where all the adjustments are, then note how many turns in/turns out they are from bottomed out.
This gives you a good starting point when you get everything back together.

Disassemble the carb, simple green+toothbrush for the big shit, rinse with water.
Carb spray through all the fuel/air passages - wear safety glasses, that shit'll turn corners in the carb and hit you in the face.
Check/replace all the gaskets/seals, reassemble, and set the adjustments per your notes from earlier.

If you're just testing to see if things run, a funnel into some fuel hose into the petcock is really all you need.

Compression/leakdown tester will tell you the condition of the head/rings.

Might be worth clipping 1/4" off both sides of the spark plug leads. My old-old snowmobile was terrible about eating those; I'd have intermittent spark/ignition issues, clipped the leads and i'd be good for another month or three.

Youtube's a good resource. An even better one is to find a friend who's raced, because they'll know all the little tricks. And probably have the tools/equipment you'll need that you don't have. That's how I learned to wrench on sleds and motos.

Update

I cleaned the carb, surprisingly clean, gaskets and seals are all in good condition, must have been replaced recently.

New spark plugs are in, working well

There is a new problem I realized, the lower unit is messed up and is leaking lower unit oil.

It's just the gasket. Also I may need to replace the sea pump, I'm gonna try running it with my dad's muffs
