Yup it's paint.

I know it's busted because when i turn the lathe on, i hear humming so there is power running through the motor.

I then cut out the condenser and tried again, and the lathe is acting the same.

maybe try to get a fitting one over the engine specifications, or try to carefully strip of the paint with some stripper fluid

Maybe I'm a cunt but wood turning seems pretty simple and boring to me. It's just circles, you know?
