I'd better explain this further... At the moment the only non-powertool for cutting metal I have is the hacksaw, but I could potentially buy some other cheap tools for it too. The main issue is that they'll have to be quiet, which is why I'll need to cut this by hand.

I was once working in a fairly small basement room that had concrete walls and basically nothing to absorb any sound, when the HVAC guys came in and started cutting ducts. If I had been armed I'd probably have shot both of them. I suppose they must be deaf since it didn't seem to bother them enough to wear hearing protection.

Where I live, no machine shop does anything cheap. Having this piece cut by professionals would certainly cost more than I'd be willing to pay.

Not to mention it's against the idea of doing it yourself.

OP here, I'm working on body modifications for my car. I know it won't be perfect, but for a mad max style it should be good enough.

The reason I need to use silent tools is that my landlord forbade welding and angle grinding within the house and its yard. Now the closest place for work like that is 19km away, so I'd rather not drive that distance for one small piece.

If you are welding thin metal without prior experience then the slightly irregular piece of sheet metal will be the least of your aesthetic concerns.
Welding cars is hard as the metal is thin and if the car is old or even oldish there will be rust which will make it even harder.

Take the sheet out on the road and cut it with a grinder, he doesn't own the road as well does he?

Yeah this will work. Rent a cordless angle grinder, drive somewhere like a large and mostly empty parking lot or just somewhere you have space to park off the shoulder of a road. Bring a couple sawhorses. BZZZZT. Done in half a minute.

If you want to be sketchy, take a hacksaw blade and wrap a few inches of one side with tape. Use that as a handle, hold it like a knife, and start sawing.

Zip wheel on a grinder will do the job much faster/easier/cleaner/safer than a fucking hacksaw.

A sheet metal brake would be an even better tool. The metal shops around me will cut to length for next to nothing. Give 'em a cut sheet and you go pick up what you fucking need.

How about a jigsaw? A general purpose tool that will pay for itself on many projects, as long as you get a variety of blades. Typically a cheap power tool.

If its thin then score it with a stanley knife then bend it back and forward with those sheet metal vice grips. If its not, then use a tablesaw, or a circ saw if youre brave enough.

Actually not. Just pointing out that it doesn't matter if the piece of sheet metal is a bit off. Welding is just going to be trickier that the actual cutting,if you want it to be pretty.
I weld my cars to keep them running. I have done mostly welding on cars so I know for sure how annoying it can be.
A friend of mine (who welds as his day job) fixes his cars so that he can't find the welds even himself after he has painted the car. Annoying...

OP needs to practice and NOT on the workpiece! Many noob welders don't know you need to practice on SIMILAR scrap (and use that scrap to set your machine) then do work when you know how to produce your desired result.
