What is the best free circuit/PCB design software?

If you want to get employed in electronics you should consider that.
I have done actual useful work with the GNU gEDA suite.

I wish I could find something like expressPCB for linux. I tryed to ruin it with wine, but for some reason the "," does not work and all the measurements must be a integer .

CERN picked up KiCad and started really pushing the development. At this point, I would say you're better off with KiCad than you would be with EAGLE, especially considering that KiCad's symbol/footprint library system is light years ahead of EAGLE's and really cuts back on footprints being reinvented every time you Google for them.
