Well, you might not be a software engineer, but actually retarded. What do you mean not activated? No cellular signal? iCloud locked? If there is no SIM card, and you want cellular service, buy a fucking SIM card with a plan on it, or even just a SIM card if it won't let you go past without a SIM card. This shit isn't rocket science, even a "software engineer" should be able to figure out how to use an iPhone.
