I've worked on Navy LCACs, these things are interesting, but a maintenance nightmare. Depends on how big you want to build one, but I'd start with what kind of powerplant you want to use.

Riding Concrete power trowels are pretty fun to use, but of course only get to use them at work, I've never rode an actual hovercraft like in your pic before so I can't compare them
