So I got this kustom passive amp for free off of Craigslist, and I'm wondering if I can just buy a little amplifier with 1/4" outputs and use a regular guitar cable to power it. I'm not really sure how these things work but I hope it's that simple.

if it has an amplifier in it, it's not passive. it's the opposite of passive.
as for your turntable amp, that not a good idea, coz, if i remember correctly, they dont have a flat frequency gain, but rather one that matches the record player standard, whatever that's called.
if the input impedance of the amplified speaker is high enough, it's worth it to try it with the guitar connected directly. otherwise get yourself a simple gain pedal.

It doesn't have a built in amp, that's the issue. I just can't seem to find cheapish amps with 1/4 inch outputs
ah! well you can get a bunch of tiny 20W class D amps for very cheap. as for the output cable, if you can solder, or turn a screwdriver, you can hook up any kind of extension you want.
