How to disable a wheel

I need a method to seize up this wheel so that it won't turn anymore. The procedure needs to takes 30 seconds or less to implement and not make any noise (so hitting it or unscrewing the bolts is not an option). I was thinking that pouring some kind of glue over it would be the best option. Any ideas? Thanks for your help.

I want my company to replace this awful heavy metal bin that I have to haul around every day at work. They won't replace it unless it breaks, but I don't have any opportunity to break it myself because there are always other workers around. If I can make at least one wheel inoperative they will have to replace the bin with a new one. The new bins are made of plastic and much lighter for me to push around.
