I'm in need of help. I just bought a new home and my wife decided to DIY shelves and anchor them into the wood panel walls. Problem is they ripped out and it's a mess how do i fix this wall so I can hang it up for her the right way..?

those "wood panel walls" as OP described them appear to be cardboard.
OP. hammer the high points below flush, or shave them off with something. Get all the trash flush or below flush. Skim with joint compound but not a huge fucking mountain. Fold a piece of sandpaper and restore the grooves. Use some ingenuity and you can restore your "paneling".
And like he said, place the shelves to obscure your work if it sucks visibly.

you can never skim that cardboard shit smooth after you fuck it up. find the nearest proper stud to mount the shelves and extend them over to this shitstain and perhaps cover the back with some 1/8 ply you can paint or stain

Only proper way to repair that shit, save fore replacing the entire panel, would be to cut out the strips running vertically along the recessed seems.
Then replace that portion with new strips. Used painters putty along the new recessed seem and paint.
Then tell your wife to never fucking touch anything or you'll chop her hands off.

Im guessing the shelves are Pinterest gas pipe shit shelves? Why do people never think to find a goddam stud or use the proper anchor? That shit on the wall is "was wood", basically thin MDF or Chip board. How close is that shitshow to a stud?

that's called "wainscot". you can get a 4' sheet for like $10 at home depot to replace the damaged part. just don't tell your brother to take it off the wall while you run to the store, or you'll have to replace the lower half of the drywall in your entire kitchen.
