Use coving designed for LED strips. Depending on your needs and budget, you can get coving made from polystyrene, plaster or extruded plastic.
Protip: unless there's a significant risk of it getting wet, buy LED strips without a silicone coating on them; the silicone traps heat and causes earlier failure as well as turning a sickly yellow-brown colour as it ages (can happen within 9 months if run continuously).

You use RGB LED strips and set the colour on the controller. Be aware that RGB LEDs are no substitute for white ones for general white lighting since each colour has to flicker at a different rate (on full power for all 3 LEDs, a turquoise light is generally produced) and the CRI is invariably poor.

Sorry, forgot to answer. That looks like a silicone coated LED strip shoddily draped around the sink. Basically, if you want two different colours, you have two controllers wired to different strips of LEDs.
Alternatively, if you want to generally colour the room then you don't have to use LED strips. You can instead buy RGBW smart bulbs, either for a fortune from large brands like Philips or just get generic Chinese ones.
