Anyone know of a solar charge controller that can supply power both day and night? It would achieve this, I imagine, by having 2 batteries, one not charging during the day while the other one does

Preferably a cheap one or DIY. It doesn't have to handle more than 1/2 amp, I just want it for some LED lighting in my garage

Maybe I could just have it run directly from the panel when the lights are, using a mosfet or relay to control disconnecting the battery. . .

Though I'm using an ATtiny and motion sensor and I don't want the AVR to lose power. I suppose a large enough cap would supply enough power during the transition

Typically, people just run the load from the battery while it's charging.

This. Cars do that all the time. Have the controller directly wired to your battery and it won't power off

You can't charge and discharge a battery at the same time. There must have been a controller, pwm or something. Or drawing from the charger simultaneously, which is harder to do with a panel because the battery will draw all the current unless it's completely charged

At the battery, power is power. The load doesn't care whether it's coming from the battery or the charger. You do need a fairly dumb float charger/controller to pull it off.
