Alright, so my understanding of earth potential rise might be

Alright, so my understanding of earth potential rise might be a little off, but as far as I can tell, if you drove a lead into the ground near an electrical ground point, and another a suitable distance away, you could induce a voltage between the leads. Does this sound about right?

That's about right, its why when you run ground rods you have to connect them via a big copper cable.

And this, Powerlines or standing near antenna towers in a lightning storm is a no-no. The potential difference between your two feet on electrified ground can be a few hundred to a few thousand volts depending on soil conductivity. Current can flow up one leg and down the other which can kill you on the spot.

just like everything else earth has a resistance
if you are suggesting something like a grounding rod then you could measure the voltage drop of any earth leakage sure. it will be absolutely tiny.

if you have decent equipment it shouldn't be dumping anything into the earth connection. you might get some voltage induced via ac coupling.

typically new installations include a breaker designed to trip when current returns via earth during a fault rather than via neutral. i think for tt 100ma is typical, otherwise 30ma trip. thats the maximum kind of current you can expect to measure.

this is more verging into equipotential bonding territory than protective earthing...
