they've been using integrated discharge resistors in the high voltage capacitors for a long time. there's a little schematic of a resistor in parallel with the capacitor on a sticker on the cap.

Never assume that old oven or crt has a discharge resistor or that it is working. Old stuff is normally broken for a reason or has beryllium oxide.
