Is carbon paper for the transfer of a tattoo stencil safe? Of what does the ink on the carbon paper consist of? Because it will inevitably go in as you prick your skin, so I want to know

You shouldn't trust it, but it is a good entry point. You can follow the citations and see if they are reliable.
But I think it is common knowledge, e.g. consider all those silly kids chewing on their pencils (not good for teeth though)

if the stencil isn't getting applied on my skin, does that mean I am using less ink than needed? I am using rice paper and grease-free paper/baker paper and trying to mad science my way around them. The ink from the pen doesn't seem to stay on the grease-free paper.

Is Sharpie/Crayola safe to use for a stencil?

Sure...the cool thing to know is that lacquer thinner cleans up sharpie ink, and varsol cleans up crayon...
So, knowing what it takes to clean these two up, and the solvents involved...how safe do YOU feel about using them?

don't you have summer school or summer camp or something to attend?
I couldn't get the stencil to stay, but stick and poke almost allows you to go freehand. But the graphite ink I tried to make was probably shit, it took me 7 times and something like 6 hours to get the result others get in one go-around (which is, the faint image of what you want to get tattooed).
