I'm having a family 4th of July party at our new property which is currently an empty lot. We're renting tents, tables, chairs, porta-potties (the better kind that flush), and I'm bringing my generator. Anyway:

any kind of fan/air movement is good in heat - you start with AC and shit tho, you can probably reconfigure your gennie requirements, cooling for food/drink, etc.? - an HF noise and fumes special aint gonna cut it. You building there anyway, get the power on if poss, my advice.
Misting fan
The only way to make something colder is by moving its heat to somewhere else. An air conditioner does exactly that. You'll need a tent around it for it to be effective and to keep bugs away from the smelly obese folks.

this kind of mister is widely available all over. you can try making an evap/swamp cooler that uses dry ice or something but usually some shade and the misters will drop the temp enough to keep people okay. I would suggest also using astroturf if you're dealing with bare cement/driveway or brick.

oh shit, I forgot about my favorite trick for cooling old/fat people: put all of their beach chairs around a kiddie pool and throw some ice in once in a while. this also keeps them from getting up and wandering around alone.
