How can I bear/bore a whole through a penny with household objects or chemicals?

I have no immediate access to power tools but I do have some screwdrivers (star-pointed) and a hammer.

modern pennies are made of 97.5% zinc, and 2.5% copper. so theres no real scrap value as far as copper goes. they are basically zinc with copper plating. nice try tho.

Not particularly. The later 1980's ones used the same deep-faced dies that the late 70's/early 80's did. Also, you're ignoring that the surface patina isn't universal. Brown cents are more common in the pre-82 coins, but red-brown is prevalent too, and that's where most of the newer coins tend to go towards.

I damn near threw 1975-S into my coin cup because it was vibrant red instead of the deep brown that those ones usually tarnish to.

not mine, but I have the same model - Matebo, probably 1930's to 40's, and still runs brilliantly nowadays.

the chuck springs are a little argumentative, so it cant do a bit smaller than 1.2mm, but goes up to 12mm without too much work. I actually prefer it for pilot holes in steel, to a power drill.

While that may be the letter of the law, the spirit of the law is 1) to keep people from melting down nickels/pennies in mass if the metal content of the coin becomes more than the nominal value and 2) keep people from shaving coins (was much more common when there were actually gold and silver coins).
