How do I fix this issue? I was able to remove this without trouble before. All of a sudden it seems that my property has been damaged by some form of wear and tear and the screw refuses to come out regardless of the amount of force I put in. The screw is not worn. It is actually new.

Hammer
Screwdriver
Put screwdriver into the screw... twist it to the left and tap the handle of the screwdriver with the hammer...

Rubber and screwdriver ?

Wrap your screwdriver with wire, make it a tight coil, attach it to your country specific power cord. Instant electromagnet screwdriver, it will take anything out.

Impact screwdriver. Not just for outboards anymore.

Does the screw turn? If so, is the piece it screws into plastic?
If those are both yes then the boss inside that it threads into is most likely broken off and is just turning around with the screw. If that's the case then you should still be able to remove the piece by removing any other fasteners present and just ignoring this one.

They've been around forever. Anyone with a boat probably has one. Pretty much the only way you're going to change your lower unit's gear oil.
