young concrete is much weaker than old concrete
concrete is good under compression, but terrible under tension

It gives minimum for certain structural elements (e.g. Footings). So it is a start when trying to determine concrete strengths that are widely available.

That is durability, not strength. Could be caused by many factors, most likely over working during finishing or some lazy wagecuck added surface water to make finishing easier.

Also could be exposure to chlorides, aggregate with expansive clays, improper air content with exposure to freeze thaw cycles, among many other things
