Make sure the blade and handle are one piece. The hilt can be separate.

Cut out blade blank
Make sure blade blank includes tang (which you will use as handle)
Give bevel on either tilted table saw, or a wide taper chamfering bit on a table router
Cut fuller (falsely known as blood groove) with router using a straight guide
Build the guard and pommel
Before shaping guard and pommel, make the mortises, so just like a real sword they go through the tang and sit in place
Shape and stylize guard and pommel
Glue together
Wrap leather on grip
Fucking done son.

Basically make it the same way as a metal one, just carve instead of casting and forging.

You want the whole thing to be two pieces, the blade/handle, and the guard.
Theres two ways you can attach them, the one on the left would be the easiest to have a clean finish, but the one on the right would be the most secure although would need more precise work to have a clean finish.

If it's going to be used for villainy, make it at least partially serrated/irregular.
OP you have reminded me of when me and my brothers were young, we would draw sword designs on plywood and dad would cut them out with a jigsaw. Then we would beat the shit out of each other with them. Good times.

Nobody said the entire thing had to be steel, and it looks like a simple enough part to take to a machinist to mill.
