Might as well try acetone. Nail polish remover etc. Then try poking around in there with a needle or a pin. If you're dead set on trying to fix it without buying a new one. After you poke poke you'll probably have to spin it 1500 times to loosen/smooth shit inside there.
Tl;dr: buy a new one.
just replace the bearing with one from a rollerblade wheel.
