I have a laser printer and I would like to print transparent decal stickers for street art. I would like for them to be of decent quality so that they don't get ruined in rain and such. At this point I'm looking to buy decal paper for laser printers, but for some of them the application requires submersion into water right before application so that's not really suitable. I also don't know which of the brands is best nor if any of them coupled with my printer would produce acceptable results. Any advice?

Laminate with clear vinyl after sticker is applied- won't matter what you used to make the sticker with.

Can you elaborate on that? Can I apply it right on the printouts? Also, Is clear vinyl reflective? It may not look the best if sunlight diminishes how vivid it looks.
what i did
bought laser printable vinyl
printed them using m,y laser printer
ran them through my laminater
cut them all out afterwords , they cam out p good

i use a heated laminater, so i run them through enough times so that they fuse (usually twice) then i cut and run them through again if they have frayed edges to refuse them to the vinyl
i run them through my laminater enough times

ah ok - leaving a gap (that the laminate bonds to itself) would/should work if you only wanted to do it only once as well - just b4 someone tried it, with no gap/no repeat, YMMV, but, that would prob. fall apart fairly easy then.

Putting a sticker on a bench, is not street art.
Don't do it, that simple.
