You used the wrong fastener.
Pic related is appropriate for that kind of wall.
It is designed for little load, as more would rip a piece of drywall on pulling.

Build time machine. Go back to when they built the house. After it's framed and before drywall, nail up blocking every where you could possibly want to hang something. See? Easy.

Ok seriously now. Towel bar will always fail no matter what drywall fastener you use. If you can't move it to a stud you need to reenforce it. Cut a hole, slip a piece of 1/4 inch plywood say 3"x6" into hole and screw above and below. Spackle and finish. Attach your mounts. This spreads the load out and gives your mounting screws purchase.

If you're going to go through that much effort, do it right.
Cut out a section of drywall overlapping the studs, reinforce between studs, new drywall over that... tape/mud, texture, paint.
I used to subscribe to the spackle-fix jobs, now I just cut out the fucking drywall.
