You're not gonna be able to soundproof your room for $100.
If your amp has an output jack, just use headphones.
If it doesn't, and you feel a burning desire to play with different effects at 4am, do yourself a favor and use that $100 to buy a shitty audio interface.
Direct guitar line into PC, and either get the trial version or pirate BiasFx, it'll solve your noise problem while still fucking around with different effects.
