I want something like pic related, but something that will allow me to stamp small drawings or symbols instead of writing. Also, it has to be able to draw on various surfaces (cement, wood, plastic etc), not just paper.
Ideas?

You can carve a stamp out of anything, typically people use rubber.
The target surface probably has more to do with the ink, choose an ink that will work with the material you are stamping.
As an out of the box alternative if you have the ventilation consider stencil and spray paint for a trade off easier production for messier application

Yeah I know. It's just that I'd want something that can work rather quickly. Like, one-movement quickly. So, having to apply ink on a stamp before using it or having to use spraypaint is pretty much out of the question.

Some stamps need an ink pad, sometimes they have the ink pad inside and a mechanism that flips the engraving, the impression,I don't know the technical word you know, the plate upside down to rest against the ink pad until you stamp it.
If you can find one with that mechanism that seems like it will suit your purpose.
I'm sure you could make some rubber parts that will clip into the stamp like the letters do with a sharp knife and a steady hand.
Print it, glue it on, cut around, peel it off. Use pva glue or some shit. Or freehand it if your crazy!
