I knew a few arcades that started in exactly this way -- they began as little crews who'd play fighting games or whatever together, then it expanded to weekly/monthly meetups with lots of people as a BYOB affair where there's like five stations for playing Smash or Street Fighter or FIFA or whatever, then they'd start having pools or charging for tournaments, and then they eventually just open legit gaming lounges/bars that already have a base of regulars who are willing to go.
