Is 18mm wood thick enough for a desk? And can it be stable using basic table legs with diameter of 3cm? If so, where should the legs be placed and how many of them?

18 mm is thick enough if you have a support structure like some beams along the edges
3 cm of solid steel will be strong enough, but for wood I would suggest go at least 50 mm square, and ideally 75+ mm square

I was going to post a picture of my desk but I just got out of a wicked spat of depression and its covered in shit from projects and just general trash.
I basically built the same desk, its 8ft by 7ft and 30 inches deep.
table top is 3/4" so slightly bigger than 18mm.
Its held up like a champion, I beat it with things, I make guns on it, I work on PCs and its all held up perfectly.

this is good for beam placement. My desk is different but this would hold up well.

If they are steel and welded to a steel frame under the desk.
Even with side and back skirts, 3cm is very little for wood posts.
