Use some penetrating oil, let it soak a day or two, try to open it.
No torch needed. Lol

Put a towel on blue thing
Get shit screw driver and hammer/linesman
Push up with screw driver, smack back lightly with hammer

If it gets stuck try switching and wiggling it up and down as you push it over

step one assuming you have no tools, try a hairdryer to warm it up, tap frimly on it with a hammer (even though that's in the closed direction, it will break a rusted together metal bond so that's fine) then use a screwdriver to pull the lever arm away from the wall to open it.
If it'll fit, slide the shaft into the gap, and grip on the handle and the shaft below the point so you can pull.
