if I had to do it, I'd put a good strong and fairly new monkey wrench on that nut. If the teeth are still good and sharp even on the edge of the jaw like that, it should bite enough to torque the nut past those biting teeth on the sign side.

If you can't access it with nigger impact wrench (aka hammer and cold chisel) or with angle grinder just drill the screw out
