After loading you have a net 1.5 MPa tensile stress at the bottom fiber (since you are using her Majesty's Royal Units, you will probably like to see "fibre")?
1.5 MPa = 0.22 ksi
Ft = 5 * sqrt(f'c) = 5*sqrt(4000) = 0.32 ksi
