Abandoned rigs, oilcos be over the moon if someone dismantled and removed them, for free, save them a headache or few million on environmental contractual post-use clean up obligations. Sealand, YMMV - theres a good chance youll get shot at, from whoevers still on board. Dont think its 'abandoned' as such usually always one person there, as its near impossible to get on board without a helicopter otherwise (winch, no outside ladder left, etc.). The practicalities of NorthSea etc. environements, think youd be easier / cheaper following the usual recommended build method, knock it up onshore, and tow it when done.

You could easily have enough power to run a normal household on Sealand just with solar panels, it's fairly large and flat.
