I think the real name for that is headliner. Pretty sure the best way to fix it is to pull it all out, then glue new foam and fabric back up. I'm sure there are numerous YouTube videos on this exact subject.

You are mistaken. It will smell just as bad and look like garbage if you do it the way you're describing. If you want to do it right, you'll take the time to pull it out. I imagine you'll regret it if you don't

Grab some glue and a needle. Use the needle to inject glue through the fabric. Then just push it up to the ceiling. As for the smoke smell. Trust me, there is nothing you can do about it. You stink, your car stinks and everything in your general vicinity stinks. If you want to hide the smell of smoke.... don't smoke. If you don't care, then it doesn't matter. Other smokers don't even notice the smell anyway.

try to remove it as one piece so you can use it as a template on your new fabric, should make it pretty easy

Try this ....works really well

Get a can of 3M spray adhesive, you won't be able to use the old headliner material just pull it off. Remove the headliner board, spray it down and apply your new headliner material, or anything really. I used camo fleece.

You need headliner glue. It is a specific product and can be found at auto parts stores.

You buy the glue and a roller. You roll that shit in a very even coat in the affected areas. Then press down the liner in a rolling fashion like how you lay a decal down on glass. After the liner is pressed nice and firm, hold everything down with your hands for like 3 minutes or so. Then let go. All that glue will set up over a 24hr period and you are set.

It' coming down because the foam that's bonded to the headliner fabric has started to deteriorate.
If you attempt to glue it back up, you're just re-glueing the rotten foam back to the headliner form.
It will fall back down in a short time.
The only permanent fix that looks presentable is to remove the headliner form then strip off the old headliner fabric.
Scrape the remaining rotten foam off the form
Use 3M 77 or 3M 82 spray adhesive to bond new headliner fabric to the form
Re-install repaired headliner into vehicle

I heard someone mention using a bug bomb in their car for reducing smoke smell, apparently it has deodorizing agents. I would be reluctant to try this though
