It is impossible to weld copper. Also, copper is a soft metal. Short of melting it down, adding zinc and tin to make it bronze, you're not going to make it stronger. It will bend.

Instead of resin inside why not use the copper as a form (albeit a very expensive form) and make a fiberglass ramp from it?

Would be cheaper, easier, and reproducible. Search YouTube for how to make fiberglass boats. I imagine you can use the same process they use to make boats with a wooden skeleton frame.
