The cable of this light up shoe was chopped off. Is there a way to reconnect the old header or mold this 5 wire cable to the 2 wire cable of the shoe? Thanks!

I take it has an internal battery? Youd have to look for the specs of the shoe, the two important values are input voltage and current. In your case, probably, the striped wire is the positive. Be very careful, as you may cause more damage by wiring it in reverse polarity.

Yeah these are my brother's shoe - didn't even know why it had an on switch to begin with. Can I just solder this back on? Not sure how to do it with just the USB female connector.

The two wires are power and ground.
Hope you know which one was which.
The other three are for USB data and you don't need em.
