How are the holes drilled in fitness equipment such as this? The steel is usually around 11 gauge or so. I was thinking it could be flow drilled with a flush cutter, but the inside of the hole doesn't have the telltale build up.

If you want to DIY, drill it and finish with a step drill.

If you're going to use it exclusively you won't need most of these holes so drilling the ones you really need won't be much of a hassle.
