How clean you want it? Sand it, rough to high grit in sequence until you're happy with the finish.

Depends on how bad it is. If it's just service rust but you want to maintain the finish use 1000 grit sand paper and lightly rub. If you want to remove deeper pitting you'll need some seriously rough sand paper or get a sand blaster.

If you want to remove rust and leave the pitting, wire wheel on a grinder, if you want polish, flap disk on a grinder

Wire wheel is the way to go if it's heavy rust. Just wear respirator, that fucking fine rust dust is pretty annoying (albeit, afaik, not that unhealthy)

That axehead looks fine as is, I'd put a handle on it and call it a day. But you remind me of me, always looking for a project. Pick up a gravity feed sand blast gun from Harbor freight. You can get a 50 pound bag of play sand for $4 from Home Depot. Use a window screen to sift the sand into a 5 gallon bucket, that way it will remove any of the big particles. Use that sand as your media and put it in the gun. Presto molest-o, you're sand blasting for $25. Best part is you can do it in the yard in the play sand just becomes part of the dirt so no need for cleanup.

"Cold blue" it by letting it soak in Bleach for a couple of days

Wire wheel on a bench grinder works wonderfully for a lot of things. Sand blasting is probably better, but if you don't already have an air compressor, it's a relatively large investment just to get some rust off, whereas you can get a bench grinder and a wire wheel for like $40
