can you get a better picture of the plate?
it looks like it has rivets holding it on, if so break the rivets.
it also looks like it has a place to slide something under

shouldn't that plate screw on/off the main shaft?

The screws are under the cover plate on the other side.
Screwdriver to push clip and remove knob
Plate pops off and slide off shaft to gain access to screws.

The rivets are holding the long bolt/standoff that the screws on the other side fit into.
