Which is the best way to make a rectangular hole in a metal and plastic case?

dremel for most of it, clean it up with a chisel/saw/file/snips

If you want the cleanest edges and corners without deformation, a punch press with a custom die is the way to go. It's also terribly fast once you have the die made.

Use a zip cut on metal.

i usally make a small hole with a drill near the edge of the rectangle, and then in the middle a large hole to start a cut with a jigsaw.
Then you can file the corners if you don't want them rounded.

Tape around it so the plastic doesn't crack, then use anything you want.
Personally I'd use the plastic cutter on my oscillating tool.
