What are my options for fixing this steering wheel? Steering wheel covers are junk, replacements are expensive. I've made door cards and trimmed foam from car seats, so I have a little upholstery experience.

You'll never get it to look factory new again without complete replacement.
I have seen not crappy installs of wheel cover from wheelskins, its essentially a strip of leather with heavy duty cordage or leather stitching holding it on.
If you wanna do it full /diy/ get your own strip of leather, and stitch it on. Try to not make it look like leatherface's car. Bonus points if you add more leather wraps around the grab handles and door handles.

The answer is ALWAYS paracord.
Gets nasty, sun bleached, etc, redo and still have paracord.

The stitch on wheel covers are usually pretty decent

Go to a shop where they cover steering wheels (and most likely furniture) in leather. It's really cheap and looks like a new car afterwards.

You could buy leather filler and paint to restore it
Go to a junk yard and pull one
