Trying to paint a ceiling in a 1930's house.
Ceiling has previous water damage but has been dry and sealed for years. The paint is constantly cracking and peeling as it drys, I have sanded back and re-painted 4 or 5 times in some spots!
Started with and acrylic seal undercoat but that also peeled, seems like nothing will adhere to the old paint/ plaster

If so it needs to be neutralized before painting.

Well, two things might be happening.
The substrate is in fact NOT dry
Or
The new paint isn't compatible with the old.
Do you give the paint a few days to cure and harden off before you throw it in a humid environment (shower)?
My educated guess is no.
You are using incompatible paint or you put the paint into service too soon.
What's happening on the surface of that substrate, the surface you can see, isn't always what's happening on the other side.
I mean, if primer ain't sticking, you got problems. That's your first clue.
