They are screws. They are a Torex head that has been painted over.
Use a tip of a knife or something pointy and metal to remove the paint inside the 'circle' then use a T25 bit (most likely) to unscrew and then pry it open with a screw driver while cursing the bastards who painted over this
get a drill bit slightly larger than the holes in the rivets and drill until the top pops free. Take the cover off and knock the rest of the rivet out of the holes then reinstall with screws
