Long story short, I bought some incredibly cheap weights off Craigslist, but some of the plates lack parts of the rubber coating.

How can I "graft" some missing rubber onto the bare metal?
Looks aren't a priority, my floor's integrity and sound dampening are. I don't drop the weights like a retard, but heavy deadlifting sometimes requires me to lower them faster than my downstairs neighbors would like to.
Also, any ideas on how to build a stand for dips? Preferrably wall-mounted.

Try very thin layers of shoe goo, top of with plasti dip layers. You can possibly lightly sand every layer to make sure theres little to no air bubbles. Before you start, take some good up close pics and make sure your end results look reasonably round. I would hit up a dollar store and get a few types of rubber cement and shoe glue to see what works best.

Also for dips, you literally can just build a diy power rack and use throw away furniture foam wrapped in duct tape for padding.
